What Are PAN and VAT in Nepal?

PAN stands for Permanent Account Number. Nepal’s Inland Revenue Department, or IRD, describes PAN as a unique and permanent nine-digit taxpayer identification number. It is used to connect a taxpayer with relevant tax records.

VAT stands for Value Added Tax. VAT registration is separate from simply obtaining a PAN. A person or business can have a PAN without necessarily being VAT-registered. Whether VAT registration applies depends on the business and the relevant Nepal VAT rules.

A useful point for applicants is that VAT registration does not create a second PAN. IRD guidance states that income tax and VAT use the same PAN number. VAT registration changes the taxpayer’s registration status rather than creating another taxpayer number.

For study-abroad purposes, do not treat “PAN/VAT” as a single certificate. PAN, VAT registration, tax returns, and tax clearance are separate records that answer different questions.

A PAN certificate alone does not demonstrate that a sponsor has sufficient funds for overseas education. Similarly, VAT registration alone does not prove how much profit a business makes.

These records become more useful when they match the other financial documents in the application.

Personal PAN vs Business PAN: What Is the Difference?

IRD distinguishes between a Personal PAN and a PAN connected to business activity. For a natural person operating a sole-proprietor business, IRD uses the concept of an Individual Business PAN. A person does not simply obtain a second, unrelated PAN by starting a sole proprietorship.

Where a person already has a personal PAN and later begins a sole-proprietor business, IRD guidance provides that the PAN status be updated to reflect business activity. Separate legal entities such as companies can have their own PAN.

For study-abroad documentation, the important point is not the label alone. The file should clearly identify the taxpayer, the business that generates the income, and how the sponsor is connected to that business.

Is PAN or VAT Mandatory for a Student Visa from Nepal?

No. PAN and VAT are not universal student visa requirements for all Nepali applicants.

They are most relevant when tax records help explain the sponsor’s income, particularly where the source is:

  • business income
  • sole proprietorship income
  • self-employment
  • professional income
  • other taxable income

A foreign university, bank, or visa authority may request different evidence depending on the destination and the individual case. Applicants should therefore avoid treating a generic “PAN/VAT” checklist as a rule that applies to everyone.

Does Every Business Sponsor Need VAT?

No. Having a PAN does not automatically mean a business is VAT-registered.

A business should be represented in accordance with its actual registration and tax status. If the sponsor’s business is legitimately VAT-registered, its VAT registration and relevant VAT records may support the financial file.

If the business is not required to be VAT-registered, the absence of a VAT certificate does not automatically mean that the business or sponsor’s income is invalid.

Applicants should not obtain or submit documents simply because another student submitted them. The financial file should reflect the sponsor’s real circumstances.

Which PAN and VAT Records Belong in a Study-Abroad File?

There is no single checklist that applies to every applicant. Where business income is being used to support the student’s education, the file may include:

  • PAN or applicable business PAN certificate
  • VAT registration certificate, if applicable
  • relevant income tax returns
  • relevant VAT returns, if VAT-registered
  • applicable tax clearance certificate
  • business registration documents
  • proprietor, ownership, shareholding or directorship evidence where relevant
  • audited financial statements, where applicable
  • business bank statements
  • sponsor’s personal bank records where relevant
  • income source certificate
  • sponsor identification documents

The aim is not to submit as many documents as possible. The documents should consistently show who earns the income, where it comes from, and how it connects to the funds used for the student’s education.

Do Salaried Sponsors Need PAN Evidence?

A salaried sponsor may be required to hold a Personal PAN under Nepal’s tax system, but that does not mean every university or student visa authority requires the PAN certificate to be included in the application.

For a salaried sponsor, the more relevant financial records may include:

  • employment certificate
  • salary certificate
  • recent payslips
  • Salary deposits shown in bank statements
  • applicable tax or withholding records
  • Personal PAN evidence where relevant
  • sponsor identification
  • Proof of relationship with the student

If PAN or tax records are submitted, the income shown in those records should be consistent with the salary certificate, employment details, and bank activity. The purpose is consistency, not simply adding another certificate.

How Do PAN and VAT Documents Support Proof of Funds?

PAN, VAT, and tax records mainly help explain the source and credibility of income. They should not be confused with proof that funds are currently available.

For example, if a student’s father owns a trading business, his PAN, business registration, tax records, and business bank activity may help explain the source of his income. A bank balance certificate can then help show how much money is currently available.

If accumulated funds are held in a fixed deposit, the FD can help show where some of the money is currently kept. It does not automatically explain how that money was originally earned.

This is why the source of funds and availability of funds should be treated as related but different parts of the financial file.

Why Entity Matching Matters

A strong financial file should make the connection between the sponsor, business, and money easy to understand. Suppose a sponsor says the income comes from “ABC Enterprises.” Important records should make it possible to understand how that sponsor is connected with ABC Enterprises.

Check consistency across:

  • sponsor’s full name
  • PAN holder’s name
  • business or company name
  • PAN number
  • business registration
  • Proprietor, partner, director, or shareholder details
  • tax clearance
  • financial statements
  • business bank account
  • personal bank records where relevant
  • income source documents

Small spelling, formatting, or address differences can sometimes have legitimate explanations. The bigger concern is a significant unexplained mismatch between the people or entities shown across important documents.

The sponsor’s relationship with the student should also be clear. Where required, a relationship certificate can help establish that connection.

How Does PAN Work for a Sole Proprietor Sponsor?

A sole proprietorship requires special attention because the proprietor and the business are closely connected.

IRD guidance indicates that an individual does not simply hold one Personal PAN and another unrelated PAN for the same person’s sole-proprietor business. Instead, PAN records can reflect the person’s business status.

If a parent is sponsoring a student using income from a sole proprietorship, the financial file may need to connect:

  1. the parent’s identity;
  2. ownership of the sole proprietorship;
  3. business registration and PAN details;
  4. business income;
  5. relevant tax records;
  6. banking activity; and
  7. The parent’s relationship with the student.

This evidence chain is more useful than relying on a PAN certificate alone.

PAN Certificate vs Tax Clearance Certificate

PAN and tax clearance are not the same document.

A PAN identifies the taxpayer. A tax clearance certificate relates to the taxpayer’s tax-compliance position for a relevant period.

Nepal’s Inland Revenue Department maintains separate systems for PAN searches and tax clearance verification, reflecting their distinct functions.

A tax clearance certificate should therefore not be treated as proof of the exact amount a sponsor earns. Likewise, PAN registration does not replace tax clearance where tax-clearance evidence is relevant.

Common PAN and VAT Gaps in Study-Abroad Files

Before relying on PAN, VAT, business, and banking records for a study-abroad financial file, make sure the documents clearly support the sponsor’s income, business connection, and source of funds. 

  • Treating PAN and VAT as the Same Thing: PAN identifies the taxpayer. VAT is a separate registration status. A business can have a PAN without being VAT-registered.
  • Assuming Every Sponsor Needs VAT: A salaried sponsor or a business that is legitimately not VAT-registered should not be presented as if a VAT certificate is automatically compulsory.
  • Providing only a PAN Certificate: The PAN confirms the taxpayer’s identity. It does not, by itself, prove annual income, business profitability, or sufficient available funds.
  • Weak Connection Between the Sponsor and Business: Where business income is being used, the documents should clearly indicate whether the sponsor is the proprietor, partner, shareholder, director, or otherwise legitimately connected with the business.
  • Large Bank Balance With Little Source Evidence: A high balance answers the question of how much money is present. It does not automatically explain where that money came from.
  • Unexplained Differences Between Documents: Differences in names, entities, ownership information, or accounts should be understandable from the supporting records. Major unexplained inconsistencies can make the financial story harder to follow.
