It is normally issued by the school, college or campus where you completed your studies and confirms your academic association, conduct and discipline during that period.
Although it is a short document, errors such as an incorrect name, missing academic details or the absence of an official signature and stamp can create problems during verification. Students should collect their character certificate soon after completing SEE, +2, bachelor’s or another academic level instead of waiting until an application deadline.

A character certificate is an official document issued by a school, college, campus or university institution after a student completes or leaves a particular level of education. It confirms the student’s association with the institution and normally includes a statement about their conduct, discipline and character.

Your transcript records subjects, grades and academic performance, while the character certificate confirms your institutional record and conduct. Universities and education authorities may use a character certificate to confirm that the academic documents belong to a genuine student who attended the stated institution. It can also help connect your transcript, provisional certificate and other academic records.

The issuing authority depends on the academic level. Your school generally issues the SEE-level character certificate, while the college or higher secondary institution issues the +2 certificate. For bachelor’s or master’s studies, the affiliated college or campus usually issues it after confirming your results and institutional clearance.
The term “character certificate” can be confusing in Nepal because it may refer to two different documents. This blog focuses on the academic character certificate issued by a school or college.

Nepal Police also uses the term character certificate for its police clearance service. Students can apply through the Online Police Clearance Registration System when a visa authority or another organisation specifically asks for a police report. Do not submit an academic character certificate in place of a police clearance certificate, as they are issued by different authorities and serve different purposes.
A character certificate is also different from a recommendation letter for study abroad. A recommendation letter gives a personalised assessment of your academic or professional strengths, while a character certificate normally provides a short, standard statement about your conduct and discipline.
There is no single national document list for every school and college. Each institution may have its own form, fee, clearance requirements and collection procedure.

For example, Nepal Law Campus asks for a transcript copy, library clearance, citizenship copy, photographs, TU registration card and payment voucher, while other colleges may also request previous character certificates, account clearance or laboratory clearance. Confirm the current checklist before visiting to avoid repeated trips.

Fees are not standard across Nepal. One TU campus may charge one amount, while a private college may charge another. Always obtain an official receipt and avoid making payments to an individual’s personal account unless that method is officially published by the institution.
Collect the certificate on the date given by the administration. Before leaving, check:

There is no single compulsory character certificate format used by every school and college in Nepal. Institutions normally issue the certificate using their own letterhead, wording and academic records.

A character certificate prepared by the student without institutional approval has no official value. The final version must be issued or approved by the authorised school or college office.

The actual wording may be shorter or more detailed. Some certificates also mention the student’s date of birth, permanent address, final examination year or medium of instruction. Do not ask the institution to add false achievements, attendance records or personal qualities that it cannot verify.
Character certificate fees vary by school, college, campus and academic level. There is no fixed national fee that applies to all students.
Published institutional examples show this variation. Nepal Law Campus lists a fee of NPR 500 in its document requirements, while Prime College’s published form asks applicants to bring NPR 1,000 and indicates collection after approximately one week. These are institution-specific examples, not universal rates.
Processing may take:
A character certificate does not normally contain a standard expiry date. However, a university, professional body or visa authority may ask for a recently issued copy or direct verification.
Check the receiving authority’s instructions instead of assuming that every old certificate will be accepted automatically.
Students may have separate character certificates from SEE, +2, bachelor’s and master’s levels. The correct one depends on what the university, professional body or government authority requests.

If your certificate contains an incorrect name, date of birth, registration number, grade or parent’s name, contact the issuing institution. Do not edit the PDF, erase the printed text or submit a self-corrected photocopy.
