Canada Study Permit Changes 2026: What Students Need to Know

Canada is making some important changes to its International Student Program in 2026, with a stronger focus on attracting talented graduate students.

For Nepali students planning to pursue a Master’s or PhD in Canada, the latest updates from IRCC bring some encouraging news, including fewer documentation requirements for eligible graduate students and faster processing for qualifying PhD applicants.

Canada’s Focus on Graduate Students in 2026

According to a recent update shared by Canadian Immigration and Citizenship, Master’s and doctoral students accounted for 21% of new study permits issued between January and June 2026, compared with 12% in the previous year.

This reflects Canada’s growing focus on attracting highly skilled international students who can contribute to research, innovation and the Canadian economy.

Key Canada Study Permit Updates at a Glance

IRCC expects Canada to issue 408,000 study permits in 2026, including new arrivals and extensions. Of these, up to 49,000 permits are expected for Master’s and doctoral students at public Designated Learning Institutions (DLIs) who qualify for the PAL/TAL exemption.

No PAL/TAL for Eligible Master’s and PhD Students

One of the biggest changes came into effect on January 1, 2026.

International students applying for an eligible degree-granting Master’s or doctoral program at a public DLI no longer need to submit a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) with their study permit application.

For students from Nepal, this can mean:

• One less major document to arrange
• A simpler study permit application process
• Less uncertainty around provincial attestation requirements
• Easier planning after receiving a Letter of Acceptance

However, students must still meet all other Canadian study permit requirements.

Faster Study Permit Processing for PhD Students

Canada has also introduced faster processing for eligible doctoral students.

Qualifying PhD students applying online from outside Canada may have their study permit application processed within approximately two weeks after the application is complete, biometrics are submitted where required, and the DLI verifies the Letter of Acceptance.

Eligible accompanying family members who apply together with the doctoral student may also benefit from faster processing.

Important: The two-week processing initiative is specifically for eligible doctoral students. It should not be confused with the PAL/TAL exemption, which applies to eligible Master’s and PhD students.
