Canada September 2025 Intake Updates: Everything You Need to Know

Nepali students planning to study in Canada for the September 2025 intake received some crucial updates this week from Mr. Kandel during Goreto’s weekly Friday Talk. If you’re applying for a Canadian student visa or have already secured your permit, this blog breaks down everything you need to know, from new IRCC visa refusal policies, NOC trends, to important pre-departure tips.

1. IRCC’s New Officer’s Decision Note (ODN) for Visa Refusals

Effective July 29, 2025, Canada’s Immigration, Refugees and Citizenship Canada (IRCC) now includes a detailed Officer’s Decision Note (ODN) with every visa refusal letter. This note explains the exact reasons for refusal, helping applicants understand and improve their next application.

Old ProcessNew Process (After July 29, 2025)
Students requested GCMS notes separately to get refusal details.Refusal letter contains detailed refusal reasons  directly.
Generic refusal reasons often unclear.Visa officers provide specific, clear, and transparent reasons.
Less information to appeal or reapply.Students can better address issues before reapplying.

Why this matters:

  • Increases transparency

  • Helps applicants prepare stronger reapplications

  • Likely to improve overall visa approval rates

2. Sharp Drop in NOC Numbers for Canada in 2024/25

The number of Nepali students receiving No Objection Certificates (NOC) for Canada has significantly declined. According to Mr. Kandel:

YearTotal NOCs IssuedNOCs for CanadaNotes
2022~60,000*~5,000*Previous high numbers
2023~50,000*~3,500*Gradual decline
2024/25N/A1,894Major drop due to policy changes

*Estimated figures from various educational sources

Factors Behind the Decline:

  • Stricter PGWP (Post-Graduation Work Permit) eligibility

  • Limitations on dependent visas for spouses

  • Rising costs of living, housing shortages, and job market challenges

  • Growing interest in alternatives like Australia, UK, Japan, USA

Despite this, Canada remains a preferred destination because of its high-quality education and permanent residency pathways.
